A 22-minute cartoon, at 24fps, has 31,680 individual frames.

Even with movements often done two frames at a time, or ‘on twos,’ that’s still a staggering 15,840 frames that need to be animated.

Only a certain amount of pre-drawn characters and objects can be re-used, depending on the plot’s needs.

As such, even for a show like Scooby-Doo that re-used cels, large sections of animation still needed to be drawn fresh, frame by frame.

So, what I’m saying is, with 15,840 frames, tight schedules, and low budgets…

…well, to paraphrase Joel Hodgson, the frames can’t all be gems.
