This video is of Rumpleforeskin, a character from Jesters of Ravenloft, which is a D&D liveplay podcast that's livestreamed on twitch (https://www.twitch.tv/dumbdumbdice). On days they can't do a stream, for example they're missing someone, they'll do gameshows instead. This one is from a Make Some Noise inspired game where the prompt was "A Bone Horse Falling Down".
