At least in my county the text 911 thing is true. My friend works as a dispatcher and she likes to talk about it all the time (she doesn't think it's going to work in practice, though I think it's great)

Ah I see, I was a little skeptical since there wasn't any source but it could probably work, not in all situations but in some at least.
