Under Gaddafi wealth, political power, and weapons were transferred to the people of Libya on scale never before seen in Libya. He believed in arming the people with political, economic, and physical power.
Under his "Third International Theory" Libyan literacy shot up from 10% to 90%, free education and healthcare were implemented, state-assisted housing programs were created, as were state university scholarships and employment programs. In addition he spread fresh water and food across the country to areas that previously had little access to these basic needs.
In 2010 before Gaddafi was removed, Libya had the 5th highest per capita income in Africa and the highest HDI in Africa, and its HDI even surpassed Saudi Arabia’s.
He did all of this and more with NO FOREIGN LOANS
Gaddafi was a staunch anti-imperialist, and was an outspoken critic of neoliberal policies that the west (particularly the US) implemented in the Third World, which Gaddafi saw as continued colonialism. Gaddafi continuously fought western imperialism with almost no other allies. Libya was historically subject to brutal exploitative colonialism that did little to develop Libya socially or economically, but under Gaddafi the country undeniably changed for the better by most metrics.
Since the fall of Gaddafi's regime Libya has descended into continued conflict disrupting access to basic public services, and displacing hundreds of thousands of people. The parliament installed by the UN has failed to secure legitimacy or power and is a relatively weak political force in the country. Extreme Islamist groups are thriving in the power vacuum, and Libya is becoming another example of failed American interventionism
