something has gone fully bump in the night and the full city has experience a massive blackout. even places that are known to have great back up generators like halo's grace are experiencing issues. flashlights, phones, and candles still work, but for how long? if you have night vision, then now is your time to shine and lead the pack through the streets.
people are encouraged to stick together. even if it's just pairs of twos. local establishments like cheeks, uncle russo's, halo's grace, the dome, the institute, and many more are housing people who don't want to be out in the streets. their normal operating hours extending far beyond midnight.
there also seems to be something magical going on with the blackout. not all forms of technopathy are working to get the lights back on and people are bound to have to get creative. aside from sticking together, they're also encouraged to try and find a fix. brainstorm with one another to see what's causing the outage and how they can get everything back to normal.
for a select few it's also giving them the cover that they may need to give into their desires. when the park isn't lit up anymore, there's no one to judge you for doing something that you shouldn't.
