I currently have to put a disclaimer on all of my CC posts that contain a lamp made with an in-game lamp as the base, because I have this weird issue in Blender with the vertex paintbrush. I've searched and searched for a solution, I've tried different versions of Blender, I've re-listened to the tutorials I've found to make sure I'm not missing a step, and I just don't know what is causing it. I'd love to be able to go back and fix all of them.

Sure do! I think I mentioned that I offer advice in that pinned post but probably just worded it weird.
I took a look at your weird issue and there's a bunch of things that can cause this. A quick way to check if this is a brush/mesh issue or a general blender one is to enter vertex paint mode and hit shift+K (that auto paints everything at once). If that works you can safely assume it's something somewhere in your settings.
Your ACNH Roost lamp mesh works fine in my blender. I can easily paint it as I should, so it's not a corrupted mesh. If you asked me to guess I would say this looks like you have an active mask - somehow?
