How does Robert not recognise Eli/Shroud at the Sardine?

When Robert goes to the Sardine after Invisigal reveals that she was the one to blow up the Mecha Man suit, he sits at the bar next to Eli/Shroud.

How on earth does he not recognise him? Like, Robert grew up around Elliot/Eli. He helped his dad make the fucking pulse. He would have been around for a lot of Robert's childhood. Like, he was at the 4th of July party thing in Robbie/Astral's backyard with Chase and the rest of the Brave Brigade.

Then, once Robbie/Astral beats the shit out of Eli for wanting to be an official member of the Brave Brigade, Eli becomes Shroud and shoots Robbie/Astral. Robert would have been 16 at the time. Since then Eli/Shroud was captured and spent 15 years in prison.

Then he escaped and Robbert obsessed over finding him and getting revenge/capturing him again. There is NO WAY Robert wouldn't know what this man looked like when he escaped from prison. He would have hacked into the prison records and been reviewing the tapes as soon as Eli/Shroud escaped. So how the fuck does Robert not recognise him?!

Dispatch Fic Prompt #02

Canon AU - Villian/Vigilante Robert

As a kid, Robert's dad neglected him in favour of putting all his energy into being Mecha Man and a part of The Brave Brigade (which is basically canon from the comics). As a result, Robert hates the suit and refuses to take up the mantle of Mecha Man when his father is killed by Elliot (Eli/Shroud).

Members of the Brave Brigade pester him to take up the mantle but he's only 16! He doesn't fucking want it.

He liked Eli when he was a kid - he'd always made the effort to at least acknowledge Robert... unlike his father most of the time. And if Eli hadn't been the one to murder his dad, he probably would have given him the pulse...

Instead, Robert takes the pulse and sells everything, using his inheritence to basically pull a Bruce Wayne (Batman), and become a new kind of vigilante.

Maybe Robert makes his money by selling the renewable energy from the pulse.

Maybe Robert becomes a villian instead of a vigilante.

Maybe Robert is captured by police and sent to prison for his crimes (general villian shit or vigilante justice)

Maybe he joins the z-team as a member instead of a dispatcher, but he's smarter than the fuckin' retired heroes they get for dispatchers, so Robert ends up leading the team. Chase then gets called on to keep Robert in line (since Robert is keeping the rest of the z-team on track).
