The one, the only, the greatest there has ever been! Halcandra's grand magistrate is efficient, charismatic, and most importantly, adorable! Though they may seem a bit kooky at first, they are dead-set on keeping the Empire's gears churning, even if it means destroying themselves... and a planet or two.
