My idea is that Teba is alive, but the injury he suffered in the fight with Vah Medoh still bothers him, and he's "retired." Tulin is also the one who wanted to grow up to be a warrior on par with Revali, and Teba was raising him to be such a warrior. So, to me, it makes sense that Tulin is our buddy in TOTK.
Sidon wearing the crown... Dorephan could have passed away. He was pretty old already in BOTW (not that I know how long a Zora's lifespan is). Unless Sidon can take the throne before the previous king dies...?
