Joker's ultimate goal is to either destroy batman (that's kill with style) OR be destroyed by Batman (forcing him to break his code). This may not seem romantic to the untrained eye, but I assure you it is.

Bats has an unbreakable vow, made out of a broken heart. Joker, regardless of if he knows this, wants Bats to break this vow but only for him. He wants to be The One.
