The Chicago Police Department does not adequately control who has access to the vast network of surveillance cameras that dot the city's landscape, according to a report released Tuesday by the city's top watchdog. In 2012, an investigation by the inspector general into whether the direction of a camera was remotely manipulated to avoid recording an arrest "was impeded" because it could not be determined who had accessed that camera, according to the report. An individual arrested in the incident sued police for wrongful arrest and won a $7,500 verdict, according to a WBEZ radio report.
