This is Klaudia or Bloodbank. She has the ability to control blood and coagulation, able to smell out blood types/diseases in blood, rapid regeneration and her blood is legally classified as a drug due to it's unique qualities and how addictive it is to take. Don't think she's good at being a hero though as all her skills are set to 1 mostly due to her limiting herself.
She's sent to the Phoenix Program on charges of: Drug possession, drug smuggling and illegal distribution of drugs.
She's from Albania and moved to America due to also selling drugs there and getting caught. She's also MTF and has a huge obsession over Blonde Blazer.
