Hello. I haven't tried it myself, though I do know the theory behind applying it. You will have to know a bit of Javascript (JS), and some knowledge on jQuery would be helpful as well.
Personally, I try to keep my custom themes and pages JS-free so as not to encounter any problems on the rare occasion that one's website visitor disables JS. Though that is not to say that I haven't tried my hand at integrating JS in webpages, considering that is part of what I do for a living.
*ahem* Anyway, as for what you will be needing for the custom scrollbar:
jQuery (you can download it from here, though Google has an extendable library for it so you don't have to upload jQuery into Tumblr's static file uploader)
jQuery custom content scroller (I've seen it and it looks really cool, though I haven't tried it personally. I've been meaning to but aaaaaaah so many distractions. This one, you will have to upload into Tumblr's static file uploader and extend from there.)
It seems like a rather heavy thing to do for a custom scrollbar, but if you have the time, it might be worthwhile fooling around with it. Good luck!
