So, if you watch Wheeljack very closely in Prime his little winglets do move sometimes depending on the mood he is in, or reflecting an action he is doing....I have seen it!
Ive added some examples ^^
They sway gently up and down when he is hugged or held in a tight position:
Here they slightly turn downwards as he has been 'caught out' by Bulkhead:
They flop sharply against his back here possibly due to brief tiredness or weakness against his fight with Soundwave:
They flutter at times during shooting:
They move generally to adjust to his (shoulder) movements and flexes i.e sheathing his swords:
They are the last to appear after transforming into his normal self. They flip upwards as his chest and shoulder panels snap into place:
And they flip upwards before transforming back down into his alt mode:
He lowers them slightly to account for height and space:
They droop against his back or shoulder if they are injured:

Response to the Moral Question of the MugenxFuu Romance
This is a full response to an anonymous ask I received:
“Can I ask why you ship fuugen? Isn’t Fuu a minor and Mugen is 19.”
This is a rather…complex and loaded question. There’s multiple things to address but I’ll start simple and work up from there. I will first go into my personal feelings on why I ship the pairing, evidence, and then the more complicated concept of the character’s ages both in reality, as well as in the fictional anime. Hopefully it will alleviate some distress on the issue. If it doesn’t, and you consider the age gap morally unacceptable, then it might unfortunately serve to make Mugen out to be a morally questionable character, implied romance aside.

Oh, and Jin should just die too. For entrusting Fuu to Mugen in episode 25, because he was aware their feelings were mutual.
I am totally okay with people being against shipping Fuugen because of the age (regardless of how it’s acceptable in their time period). But I think at this point, you don’t just hate the shippers. You may just hate the characters, the anime, and the creators’ actual intent. Maybe they all should “just die”, or “get some help”.
Not to be disrespectful to OPer and their light JinxMugen post judging by the original tag of #Mugen is bi and homophobic, but these screenshots misconstrue this scene completely. (Comments blocked so had to reblog instead)
Mugen was NOT talking to Jin here. He was talking to Fuu.
A screenshot is completely skipped in which Fuu scratches a rock against a Japanese Kiribi at Mugen's back and makes sparks.
He then looks to his right and behind him, where Fuu is, and says the wife line. Jin was in the room to his left.
The reason why he says this, is traditionally a woman will make sparks from a kiribi at her loved one's back to wish them good luck and to come home safely. Examples being a husband or son. Here is a full post I made about it before.
Mugen immediately jumped to the idea of "wife" when Fuu did it for him. This is already a subtle MugenFuu detail in itself that is often missed by western viewers so I'm assuming it was an honest mistake made by OP rather than an intentional misdirection.
TLDR: Mugen was talking to Fuu. Not Jin.
Oh I had no idea...
Oof... Was gonna drop this, but then I saw the tag. Well, as a hyper fan of Samcham, I couldn't let this tag go without some info.
Regardless of the moral outrage this causes in the modern age or what your personal feelings may be, Fuu as a 15 year old, is not considered a child in her time period of the Tokugawa era. And, quite frankly, the anime creators explicitly do not care about the modern moral view either, whether because of the artistic messages they were trying to send, or simply because Japanese culture does not care in general, Even today, regardless how we may feel about it, anime even set in modern times often makes 15 an age of beauty.
If you want a whole entire cultural/historical post concerning Fuu's age and being a "woman" in the Tokugawa Era: Here's an essay.
In the anime, Fuu is called a woman by Umanousuke rather than child. Men like Hishikawa make her a nude model and no one batted an eye. Nagamitsu wanted to make her the "harem of his heart" and no one found it weird. She was thrown in a brothel and a man bought her. And I could go on, and on and on.
As for Mugen himself and his relationship with Fuu, the creators themselves don't care about the 4/5 year age gap, nor that Fuu would be considered a minor in modern context. To them, it is not weird or morally wrong. The Kiribi and the "wife" thing barely even scratches the surface on the intentional writing for a subtle romance...

Here is an essay to how plotwise, scenewise and symbolically, Mugen and Fuu are completely identical to Jin and Shino, which was a blatantly canon love story.
Here is some stuff in both symbolism and dialogue that make Sara episodes make it blatant rather than subtle...
Here is the symbolic meaning to Mugen's triangle and how he references Akira Kurosawa films and Toshiro Mifune's roles in said movies. (Regardless how you feel about Mugen and Fuu, this one might just interest you in general, if you are a fan of film or samurai history.)
Here is an essay, to the symbolic parallels of Shinto God Susanoo-no Mikoto and Mugen. Both are tales of an uncouth, rude, and outcasted character, whose tale of redemption is triggered by saving a young damsel in distress. (Susanoo marries said girl and thus is able to reconcile with his rival Amaterasu as a result.)
And I could go on...
In the videogame he literally KISSES a Fuu lookalike YOUNGER than her...so age 14? Um???? He admits to liking her, and her name is...Yuu. Fuu verbally admits to being jealous. Wish I was making this shit up, but I'm not. Even I scratched my head at this one. If you want a full post about it with full context, here ya go.
So...yeah... It's... Well... It's complicated, because this anime as a whole and the literal point of the relationship of Mugen and Fuu really causes some discomfort for a lot of people because of a modern/western view of it. But the creators literally didn't take Fuu's age into account whatsoever when they wrote Mugen and Fuu's relationship.
TLDR: It's totally fine if you don't like the idea of the Mugen and Fuu romance whether for shipping preference or moral concerns with her age. But, like the Kiribi scene in episode 10, in which Mugen calls Fuu his wife, a subtle romance is what the creators intended, and there's literal piles of evidence to support that. So if you're upset in any way, please don't be mad at shippers. Be mad at the creators themselves for writing it in.

The Time Mugen Admitted to Liking A Girl Who Looked Identical To Fuu.
And no, not the lady from Episode 7 who Nagamitsu said Fuu looked like a younger version of. Cause that happened too.
In Samurai Champloo: Sidetracked, (videogame for PS2), episode 3 of Mugen’s story has him suffering from a fatal poison. He gets the help of a “Snake Charmer” who is whiny and annoying and he fucking can’t stand her. Her name is… YUU. This is her:
Brown hair in a weird ponytail. Brown eyes. Pink kimono. THREE HAIRPIN BEADS. FLAT CHESTED. All in all, she’s a more annoying version of Fuu. And by the way, all the characters in the game are super, super unique to each other. This seems to be very deliberate.
After three days of Mugen routinely disappearing to meet with her, Fuu grows curious and her and Jin follow them.
She’s YOUNGER THAN FUU?????!!!!!
OH MY GOD. OH MY GOD.
WHAT.
WHAAAAAATTTTTTT.
THEY KISSED?!
As it turns out, Snake Charmers can cure the poison he had, at the expense of their own life. So Yuu killed herself to save him.
Getting some Episode 20 Sara nearly killing Mugen and Fuu saving him vibes here…
After the whole event, Fuu finds out about what happened with Yuu…and expresses her jealousy.
Obviously the creators of the videogame decided to have a little bit of fun, because the anime implied Mugen x Fuu so much.
If you can’t believe this is a legit thing, here are the links to that episode of the game. Be warned, Yuu’s voice is fucking annoying. Fuu and Jin are the same English voices from the anime. Mugen’s VA was too pricey.

In Conclusion
In the videogame, Mugen liked a girl who was Fuu’s carbon copy, who was named Yuu, and also younger than Fuu by perhap a year or two. Obviously he didn’t really like her for her, as the two barely spent much time together. It was just a giant projection of his feelings for Fuu. She sacrificed herself to save him, like how Fuu tried to in Episode 20. Fuu then got jealous of how Yuu got what she wanted (Mugen’s affection).
