The clothes that the Ao high team are wearing in the Bakuten!! x Iwanuma City Anime Hometown Tax Payment project poster is from a festival known as the Hatsuuma festival, which happens in February every year. 

"The Hatsuuma Festival is the largest event at Takekoma Shrine and is held throughout the year as a festival for agricultural and sericulture preparation. In the past, the horse market was held for 100 days. Takekoma (an intangible cultural property designated by Iwanuma City), who leads the procession when the portable shrine is passed, is also a feature of this festival.”  –From the website of Takekoma Jinja
