So, to quote Envy straight from the manga:

No, Envy is neither a male, nor a female. The only reason I use male or neutral pronouns for him is because at times Envy is referred to as a male in the anime. In reality he never came with a set of specified genitalia, and can change form at will.

Envy’s pretty proud to be genderfluid! He finds conforming to one or the other to be dull- especially with clothes! If Envy the Jealous wants to wear a damn dress, he sure as hell will regardless of what form he’s in.Envy purposefully made his form to be as androgynous as possible to appeal to both males and females as well!
