Only when this scene was taking place the other people in town seemed to be aware. I don’t think they are aware the whole time, I think only when Wanda was aware they became aware too, because of reality breaking throu. The only exception is Agnes, I think she is aware all the time, just like Monica. On the first episode it took her a second to respond what her name was, and she gave a fake one, I think she recalls who she is and why she is there, probably sent by sword to investigate. While Agnes, we have to wait to see why and how she is aware all the time if it turns out she is.

You know since days ago I have the theory that when Natasha mentions the frequent earthquakes that are happening, they are because of Namor because he feels angry and helpless for not being able to help his people when the blip happened, and he knows that it has to do with the surface dwellers.

But still not if all his people disappeared or just part of them, I would have loved to have seen this touched upon in Wakanda Forever.
