compliment - something meant to uplift someone/communicate something you like about them
hit on - something people seem to do more for their own egos than for the person being hit on; usually implies that they wanna get in bed with the person they're hitting on
The customer at work who told me I had beautiful eyes was complimenting me. The dude who said I had nice legs and he bets all the guys wanna see me doing something more than dancing with them was hitting on me.
However, people aren't always so explicitly dirty when they hit on you. Catcalling is hitting on whoever you're catcalling. It's unlikely that anything you scream at a random girl (or one you vaguely know from school or work) is actually gonna make her feel good. It's all for your benefit and to look cool in front of other people. Sometimes guys do yell compliments/say them quickly in passing, but it doesn't happen a lot, and it looks different than catcalling.
