Florida Bill 1049 Enables Veterinarians to Prescribe Compounded Drugs
A veterinarian with more than a decade and a half of experience, Brian Daubs, DVM, provides surgical treatments to pets as the chief surgeon for the Animal Specialty & Emergency Hospital in Rockledge, Florida. Dr. Brian Daubs also belongs to the Florida Veterinary Medical Association (FVMA), which lauded the 2015 passage of new legislation allowing veterinarians to prescribe compound medications to pet patients. The legislation, known as House Bill 1049, proposed an amendment to the Florida Pharmacy Act granting veterinarians the ability to administer and prescribe compounded medications to patients. Florida governor Rick Scott signed the legislation into law on June 10, 2015, with the notice that the amendment would take effect on July 1, 2015. The bill’s passage represents a major legislative success for FVMA and corrects unintentional effects associated with a Florida Board of Pharmacy rule in June 2014 that prevented veterinary practitioners from dispensing compounded medications to pet owners and caregivers. Since the negative June 2014 ruling, FVMA members participated in lobbying efforts to reverse the restrictions on compounded medication dispensation. FVMA had endorsed House Bill 1049 as its priority legislation and contributed the bill’s success through partnerships with, and support from, numerous organizations.
