Cow slaughter in UP is a non-bailable offence, and a crime of varying degrees in 22 states, although there is no constitutional mandate to prohibit beef consumption, its sale, purchase or transportation... The Allahabad High Court said that the law against cow-slaughter and the National Security Act (NSA), 1980, was being misused against innocent people. The court said the police routinely claimed any seized meat was beef and suspects stayed in jails for offences they may never have committed. More than half the arrests under the NSA in IndiaтАЩs most populous state in 2020 have involved cow-slaughter suspects, according to government data. The NSA allows the police to detain a person without charges for up to a year.

Ask a distressed farmer in Uttar Pradesh if he relates to Kamdhenu and the chances are he will say no. Ageing, abandoned cows, which cannot be sent for slaughter because of the stringent protection laws, have pillaged their land. There aren't enough cow shelters. Farmers have spent the winter sitting in nightly vigil over their fields to chase away errant cows. The Uttar Pradesh government's claim of supplying electricity 24X7 to villages so that farmers don't have to wake up at odd hours and switch on pumps to irrigate the land, even if partially true, is laughed out in the rural parts because the cow has left them sleep-deprived.
