In her head, she's going over the speech she's about to give. About how she wants to help. About how she can help.

     It's taken her weeks to get her father on board with the plan. Now all Kate has to do is convince the District X leader.

Thousands of radio stations, all playing at once, all only in the space between her ears--and all of them sound almost the exact same.
