Here's how I would fix Dnd 5e Dual-wielding:
Swap it from a bonus action attack to an attack as part of your attack action, and only let you take a bonus action off-hand swipe if you take the Dual-wielder feat. Also, remove the restriction about both of your weapons having to be light - just make the off-hand have to be light, unless you take Dual-wielder feat.
As it stands, Dual-wielding is utterly abysmal. The sexiest aesthetic with the worst mechanics. You can use your off-hand only as a bonus action, which almost every class, subclass, spell and feature depends on, and the damage is paltry even if you invest in the fighting style and feat for it. Str builds easily outstrip it, and once you add feats like GWM or Polearm Master they can more than double the output of any Dual-wielding build.
So, how to fix it?
Let's take some inspiration from existing Canon with the Beast Barb.
Revised Dual-wielding rules:
Anyone who holds a weapon in their off-hand (the weapon must still have the light property) can make one additional attack specifically with that offhand as part of each attack action they take. They do not add their ability modifier to the damage roll for that weapon, as per normal, unless they have invested in the two-weapon fighting style. They may not make an attack with their off-hand as a bonus action unless a feature specifically states otherwise - we'll come back to that in just a second.
It's been a second, so here: make it so the Dual-wielder feat is what allows you to make an offhand attack as a bonus action, in addition to upping the die size of your offhand and granting +1 AC.
So, let's do some dmg comparisons!
These comparisons assume that the dual-wielder took the two-weapon fighting style, and the Greatsword user took something actually useful like mariner or superior technique
RAW dmg comparisons:
5th lvl fighter with 16 as their main dmg stat:
Greatsword: 2 attacks, 2d6 + 3 per attack. 4d6 + 6 if both hit. Avg. 20 dmg
Dual Scimitars: 2 attacks & 1 bonus action attack: 2d6 + 6 + 1d6 + 3
For an avg of 19.5 dmg
With relevant feats:
Greatsword + GWM: 4d6 + 26 for 40 avg dmg. If we assume that one attack misses due to GWM, it's still 20 avg dmg. Since GWM can easily spike due to the conditional bonus action attack, we'll assume that 2 attacks land for 40 dmg (max non-crit turn, assuming kill into bonus swing, is 60 dmg)
Polearm with Polearm Master: 2d10 + 6 + 1d4 + 3. Avg 21 dmg
Variant human with Polearm Master + GWM:
2d10 + 26 + 1d4 + 13. Avg 51 dmg (32.5 if a polearm swing misses)
Dual-wielder feat:
Two warhammers: 3d8 + 9 for 22.5 avg dmg.
Not to mention that you'll never get to use your bonus action for any buffs that potentially increase dmg or serve any other function, unlike any two-hander build.
... Do you begin to see the problem?
Now let's Calculate my revision.
REVISED DUAL-WIELDING CALCULATIONS:
5th lvl fighter with 16 attribute, no relevant feat
2d8 + 6 + 1d6 +3: 20.5 dmg! In addition, you now have your bonus action free for buffs and other features. Tremendous versatility unlocked
With revised Dual-wielding feat:
Two warhammers: 4d8 + 12: avg of 30 dmg! Now we're talking!
Note that this still does not outstrip the potential of GWM or Polearm Master or both builds - however, it's more reliable, and although it almost catches up to polearm Master, the polearm has reach and reliable reaction attacks, making it still way more powerful, as it rightfully should be.
This fix allows for people to actually dual-wield without sacrificing dmg or build versatility, and frankly doesn't even step on the toes of the vaunted strength builds anyway.

I’m in love with how over the top and ridiculous this whole thing. The shirtlessness is obviously an intimidation tactic, and the three swords must be enchanted for versatility.
Games with Dual-Wielding
This turned out to be hard to research for some reason.
Idea: an offensive fanboy repulsion kit. Maybe a twin pack containing Axe body spray and Mace self defense spray. Call it dual wielding!
