Sure, maybe not the toughest thing to believe in South Park. Crazy shit happens all the time. Michael has seen it first hand. Been a part of it. Watched from the sidelines as things that just… don’t happen anywhere else, happened in his shitty little town as if an every day event. So, maybe, the claim of a miracle in and of itself isn’t too hard to believe. Sure. How else do you explain it.
But a single person actually claiming to work a miracle? No matter how mundane of a miracle meant. He just can’t believe it.
