there's something to be said.... about ice quirks and femininity.... and misogyny... ice and fire are equal opposites but they are not treated like that in the todoroki household, much like how masculinity and femininity are equal but treated differently in society.
enji marries rei without much care for her interiority or capacities, caring solely for the minimum of what she could offer him (kids). similarly, enji wants shoto to have an ice quirk as a way to compensate for the potential overheating of a fire quirk. he doesn't see it as an equally powerful quirk, just a support measure. this is why he doesn't care about shoto really knowing how to use it, which is why shoto's technique with his ice quirk early on is so bad. rei's lack of involvement in shoto's quirk training despite having half of his quirk is proof of both of facets of this; he didn't see her quirk as anything more than a countermeasure, and he didn’t see her as anything more than a baby-maker.
fuyumi and natsuo are ruled out immediately for only having ice quirks, though touya initially isn't despite only having a fire quirk. even if he wants both, if he has to choose, he will always choose masculinity over femininity, because to him that is strength. femininity can be useful but it is inherently weak and lesser. when touya's body starts to lean towards ice and rejects fire as he grows up, enji takes this as a weakness. he literally says he inherited rei's "weak disposition", but rei doesn't have a weak disposition, she has a body meant for one quirk, and he has a body meant for another. neither is inherently weaker, and both would be weak if matched with the opposite quirk the way touya was.
we see this same bias in the fight between dabi and geten. dabi has fire, geten has ice, and dabi assumes that he's going to win simply because "ice melts". but fire can be put out too, and he's taken by surprise by the amount of ice and the degree of coldness geten is capable of creating. later, in the final war, when touya's temperatures get so high he's about to blow up, he manages to last as long as he does because his ice quirk manifests as a last defense measure from his body. the reasoning behind this writing choice aside, it gives a lot think about. why did he have to be on the brink of death and almost completely out of his mind for the ice quirk his body has been showing a strong preference for since he was a toddler to manifest? i suspect a subconscious block. since his body's preference to ice has since it's beginnings been associated with his father's rejection, and since all he's been doing since was ignore his body's signals in favor of training and using his fire quirk, any potential for an ice quirk he had was being constantly rejected and pushed away by him subconsciously. maybe if he'd been able to accept himself and his body as he was it would've shown up earlier.
the episode title "the wrong way to put out a fire" and the way dabi was finally defeated come to mind here because ice can put out a fire. enough ice can do it. but touya was so centered around his father as a child that he rejected any relationships outside that framing, and so he isolated himself from genuine connection with his mother, his sister and even his brothers. maybe if he’d been able to focus on them instead, to look at them instead, he might have gotten better. they're the ones who stop him in the end. fire with fire makes more fire, so enji can't do it. but all of them together, all of their ice together, all that weakness that has always just been difference of equal value and strength, that's what can put out touya's fire. i think that scene was as much about them looking at touya as it was about him finally looking at them for real.
