If Zsasz has the skills to reprogram and condition Butch to be loyal to Penguin, then couldn't he also, hypothetically, bring back Penguin's Arkham conditioned self?
Like Sofia finds out about it in s4, and gets Zsasz to kidnap Oswald, do something to him aaand now Oswald isn't a threat anymore.
