If the Regals ever came upon an Irish mouse, would that cancel out their feelings towards them? Like they'd distrust them for being a mouse but feel a familiarity with them for being Irish?

Ooooh, fascinating question!

My instinct is that even with the connection of them both being Irish, the Regal’s still have plenty of reasons to be distrustful of mice in general. Rats have so much to lose in Rodentdom society, they can’t run the risk of letting such a connection lower their guard. In fact, an Irish mouse might make Padraic all the more suspicious - is this mouse trying to infiltrate them via their shared heritage? What would they gain? Are they a lackey for someone else, another gang or law enforcement? He’d be too paranoid to let them get close.

So while they might exchange a pleasantry with them in their shared tongue, the Bloody Hearts would keep their distance due to him ordering it so.

Saoirse would be a different story though, I think…
