I believe that from the beginning Steve always planned to go back and have that dance with Peggy. But I also believe that he saved returning the soul stone last, trying to avoid seeing her. But he did anyway, he saw both Clint and Nat go over and raced to go help. And he saw Nat hanging on, they all knew what was going to happen, so Nat smiled, because she saw her two boys.
