I saw this fic forever ago where hinata used her byakagun to see where the best tickle spots were… so hear me out… tenten manages to convince her to help her get neji since he needs to be less stuffy…. and miss weapons expert gets him in a little rope trap or smth.. hinata uses her byakagun to figure out his worst spots n the poor thing is absolutely wrecked !! He tries to hold in his laughter but his tickling experience is very small, so his resistance is pretty bad. After just a few measly pokes he’s laughing sooo much. But plot twist… through this he learns he actually rlly likes to be tickled ( which he won’t admit bc he thinks it’s not dignified )…

neji has zero stamina for tickles, no cap.
neji also seeks revenge after, like come on, that's the most perfect thing ever and he does that to try and make him self like the giving end more than the receiving end, but neji darling can't forget what it was like being the lee :3

As for this one, this is very interesting. Kakuzu is very cold, reserved and wouldn't normally get into tickle fights. Hidan wouldn't either (at least not as much) but I can see him getting into tickle fights with Deidara at least.
Kakuzu would probably not give Hidan a change to touch him, let alone tickle him, but Hidan's a pretty stubborn person himself. So there would be an increasing struggle and aggression between the two.
That being said Hidan will lose. Sounds surprising, but Hidan (as it turns out) is much more ticklish then you may think despite his inability to die. Kakuzu knows this whenever he was to stitch Hidan back together, Hidan is usually very giggly.
So yeah, Kakuzu gets the W.
