honestly maybe not Norman because he took the serum BUT maybe Harry because it was genetic (I think at least in the amazing Spider-Man) so if the suppressor thing works on hormones it could work in dna because if Harry got the green goblin thing genetically then it’s in his dna and it could suppress dna
