Who would you swap out of the council & for who?
I'd swap Ermano and Renee. Renee's already got a lot of duties as the main doctor in town and seems to care more about the well being of individual people than how the entire town's running. I don't think she can make the hard decisions when it comes down to it, which it will eventually. I ain't too trusting on Ermano's judgement either, especially since he went out of town for no damn good reason. He ain't really in touch with what the town needs, and he either ain't realizing or ignoring that, for whatever reason.
Hazel could be a good candidate for council. She's proven she's good at handling high stress situation, she's been here for a while so she knows the town well and the people trust her. I think she can put her personal issues aside and focus on what this place needs. Right now there ain't a fourth person I'd put on the council. Beth would make a good advisor in any way, she'd provide some good outside perspective.

Don't really give much of a shit about if anybody went to prison. Plenty of non ex-cons that could put a knife in your back. And plenty of people in Redwood got blood on their hands. All depends on the reasons, doesn't it?
What are the qualities you search for in other people?
Depends. I generally always look for people who aren't thin-skinned. Also capability and flexibility factor. Adjusting to new situations easily is a damn life saver in the apocalypse.
