[Sponsored by @tanukutie, who wanted a playable race that was a maneki neko with the ability to grow a giant killer arm. My inspiration draws on how D&D 2e characterized halflings (particularly kender), as well as the character Nermal from Garfield. If Nermal could and would beat your ass for trying to mail him to Abu Dhabi.

Fukinkō-neko CR ½ NE Humanoid This little creature resembles a humanoid kitten with an innocent mien. As it flexes, one of its arms grows to an enormous size.
The fukinkō-neko are “off balance cats”, both in terms of their anatomy and their view of the world. Fukinkō-neko are related to paka and have similar control over their physical form. Instead of being able to assume human guise, fukinkō-neko can instead cause one of their arms to swell to hypertrophic proportions. This oversized arm serves as a powerful weapon, and fukinkō-neko are remarkably strong for their size. Fukinkō-neko are social kleptoparasites, using their cute looks and way with words to convince people to give them food and money… and then beating anyone who refuses and taking it anyway. Fukinkō-neko culture is built around the idea that most people are marks to be exploited, and that it’s better to be the exploiter than to be taken advantage of oneself. Things that they want, they take, and they have little compunctions about theft or robbery.
Some fukinkō-neko are drawn to the adventuring lifestyle, as it is a (marginally) socially acceptable way to hurt people for money, and to surround themselves with strong protectors to boot. These fukinkō-neko adventurers may soften from the evil upbringing the species is known for, but are still prone to selfish and covetous behavior. Fukinkō-neko are both fascinated by and jealous of creatures capable of full shapeshifting, and are especially likely to join parties with kitsune, paka or other shapeshifting species. Fukinkō-neko often take class levels in rogue, slayer or brawler; those with spellcasting are most likely to be sorcerers or bards.
