What happens if Rogue and Parasite touch each other?

The differences between their powers don't really matter here bc the first thing that happens is they both steal each other's power-stealing powers, then re-steal their own powers back again. Once that happens they both start triple-speed draining the other using both powers at once. But they're also both burning energy to do that. There's waste in the life force loop that's been created which leaks fast. This is a bad time for everyone. Neither of them "wins" without outside intervention or breaking off the connection and fighting more conventionally (and then Rogue wins).

What if there's a Sembla that can cancel/take another's Sembla for themselves? Like My Hero Academia's All For One can take Quirks away from victims...?

What if that's what the [REDACTED] Sembla does?!

The ONLY one that comes close to that is Silicon, and it can't cancel someone's own abilities nor permanently steal them for themself.

Silicon's thing is that it can sort of "boomerang" back someone else's psionic usage (IE bending a bolt of energy around and aiming back towards the other), OR, generally boosting and enhancing it to be cooperative instead.

Psionics aren't "sticky/persistent magic" and you can't exactly cause permanent effects save for any physical matter you conjure. your best bet here is Silicon, and while it CAN be scary in the right hands and usages, it's equal with all of the others and isn't inherently stronger

“But…you’re a hero?” The young villain struggled against their restraints, tugging more and more frantically. “You’re a hero! You wouldn’t- you won’t, you can’t-”

“Oh, I absolutely can.” The scientist stepped forward, the snap of their medical gloves too loud in the silent room. “When you’re a hero, everyone looks the other way. Other heroes, the government, even a few villains. How can they complain, when I bribe them all with slivers of my projects’ powers?”

“You can’t steal powers, that’s not possible-”

“You seem very preoccupied with what I can and cannot do. I could argue, but instead, why I don’t I just show you?” Their eyes glittered with amusement as they stepped forward.

The villain began screaming soon after.

They looked so thievable when they were sleeping. So powerful, and yet so defenseless in their moments of slumber. Soon, they would be in their rightful place, wide-eyed and panicking in the scientist’s secure laboratory, freshly stolen and ready to have their powers stripped out.

The villain would survive the process, of course. All the others had too, but the scientist had disposed of them soon after. But this one…this one was special. Once they had been declawed, well, it couldn’t hurt too much to keep them, right? They would look just as delightful sleeping in the scientist’s bed, or even a cage in their lab. All it would take was a few simple procedures, and the sleeping villain would be theirs for good, never to escape.

Been thinking about powers I could steal that would be fun. Lot of worlds out there with lots of powers. Magic is basically out of the question, takes way too long to learn. One that would be cool is Titan Shifting... but I think I'm biologically incapable of stealing that power. Any suggestions?

Why don't villains ever try to steal the powers of other villains? That way they could, at the very least, have a lot of power to go up against the heroes (if they are able to take on the powers themselves)
