No I do not think eldest siblings should be held responsible for protecting/caring for/raising/etc their younger siblings as that is supposed to be the parents' responsibility, but it breaks my heart when I hear of eldest siblings showing their younger siblings complete callousness, apathy, or continuing the cycle of abuse against them. Your siblings are one of the only constants you will have in your life your siblings are in the same boat as you your siblings look up to you and depend on you in ways you cannot fathom, you don't have to like them but the least you can do is not make their lives worse. The least you can do is show compassion and not isolate them further.
