There’s a real point under this: foreign boats did plunder Somali waters after the state collapsed, and some early armed groups did start as local "coastguards". But pretending all Somali piracy is righteous self-defence is romantic nonsense. It became an organised ransom industry targeting ordinary crews and ships that had nothing to do with illegal fishing.
