I put Water Wave at the bottom of C, and I think I was actually pretty generous with it.
Here’s the thing with Water Wave...
You can’t shoot it while in mid-air, and the only real use I have for it is fighting Star Man.
And with Star Man, his pattern is so easy, that it’s simple enough to take him on with just the Buster.
It gains points for being pretty quick, so it’s at least fairly easy to get a hit in with, and since it goes all along the floor, it has good range, as long as your target is close to the floor.
