So the assumption is that they are going to pull Leah from the island at Nora's request. But I don't think they are actually referring to her. In Ep 4 when Gretchen looks up the file on Leah she calls her subject 6, when talking about the extraction they refer to number 4 instead.
Barbara to Gretchen: "Another dispatch from our girl on the ground. She wants number 4 removed." After talking about how long it will take to get a team there due to 'phase 2' activity Gretchen says: "Leah's contained?" And once confirmed she says they will wait the 3 hrs.
My initial theory was that number 4 is Nora and they are pulling her out for her own safety, at the suggestion of their 'girl on the ground', the person who is on the phone with Nora. But Gretchen's comment at the end doesn't quite fit with that: "Tell her that we are monitoring the situation closely. Nora deserves to know that we are here for her."
So then I thought, maybe Nora is asking them to remove Rachel? "You have to come get her". She can see it falling apart now Leah knows, and wants to protect her, as is her pattern. In the flashback it is clear Rachel is the bargaining chip Gretchen uses to get Nora involved in the first place. So keeping her on side by agreeing to pull Rachel out could make sense...?
