You guys use it for everything. Being going on outings with someone to see if it works out or formally starting a relationship as boyfriend/girlfriend/etc...

And my language going on an "Encontro" is not the same thing as beginning to "Namorar"

One is just a literal encounter the other is a BEING with someone regardless if it's really serious or more teenage trying out a relationship.
