Network locations are gone in macOS Ventura. However...

the command networksetup is still available in terminal. some options:

-listlocations List all network locations. -getcurrentlocation Display the name of the current set. -createlocation location [populate] Create a set with the user-defined-name name and optionally populate it with the default services. -deletelocation location Delete the set. -switchtolocation location Make the specified set the current set.
