The snake that bit Coriolanus wasn’t venomous. But he perceives it to be. And this seals the deal in his mind, that Lucy is dangerous. That perception drives him to shoot wildly into the woods.
Coriolanus notices that Dr. Gaul is a sadist, and Dr. Gaul believes that everyone is as evil as her. Coriolanus initially disagrees with her assessment of humanity, but in District 12, in the woods he changes his mind.
Throughout the novel, Coriolanus is self-centered, power-hungry, and manipulative. But it doesn’t seem to occur to him that everyone else is this way. He sees Tigris and believes her to be good-natured. And he believes that Lucy is as well, or he ignores any signs that she could be more like him. But in the woods he realizes that Lucy is just like him, and this changes his perception of humanity in general.
His perception that others are evil is what leads him to become the ruthless tyrant who believes that The Hunger Games are necessary to keep control of humanity’s worst qualities.
The perception that people are more evil than they actually are causes violence.
The Hunger Games wouldn’t exist if no one played, but people believe that other people will, so they play whilst believing that it’s “self-defense.” Coriolanus first kills in self-defense in the arena, but then he starts justifying all of his other kills as being “self-defense” as well because of the danger they could potentially do to him.
But the snake wasn’t venomous.
