This
position is located within the Consolidated Patients Accounts Center
(CPAC), organizationally aligned under the Chief, Business Office, and Revenue
Operation, located at the Department of Veterans Affairs Medical Center in
Middleton, WI.
The CPAC
is a regionally consolidated business entity established to increase revenue
with VHA using an industry best model built on regional management of key
aspects of the revenue cycle, process standardization, accountability and
economies of scale for several Veterans Integrated Service Networks. The CPAC
provides a broad range of business services in support of VA Medical Center
operations within multiple VISNs that include billing, collections pharmacy
claims processing, accounts receivable management, customer service, financial
and performance reporting, patient access, insurance identification and
verification and quality assurance. Your duties can include the following:

Process
all veteran requests and notices;
·
Prepare
public vouchers for processing;
·
Process
refund reviews, pre-payments, claims matching, rated eligibility; CBI Blasts
reports, eligibility audit requests from VISTA reports
·
Collect,
analyze, and prepare data for processing;
·
Perform
review of First Party debt directly related with the Debt Management Program
(DMC) and the Treasury Offset Program (TOP);
·
Independently
prepare written documents such as correspondence, memo, reports, etc.
Work Schedule: Monday - Friday - 8:00AM - 4:30PM
QUALIFICATIONS REQUIRED:
SELECTIVE
PLACEMENT FACTOR: This position includes a Selective
Placement Factor (skill, knowledge, ability or other worker characteristic
basic to - and essential for - satisfactory performance of the job). Selective
Placements Factors are a prerequisite to appointment and represent minimum
requirements for a position. Applicants who do not meet it are ineligible
for further consideration. The Selective
Placement Factor for this position is : "Experience auditing of account for claims matching,
reverse claims matching, offset first party co-payments, and utilized Huron
software to remove interest from accounts with zero principle balance remaining "
PLUS
TYPING
PROFICIENCY: This
position requires the skills of a qualified typist. In addition to meeting the
experience and/or education requirements, you must be able to type at least 40
words per minute.
In
addition to meeting the Selective Placement Factor, and the Typing Proficiency,
to qualify for this position, you must also possess one of the following:
SPECIALIZED
EXPERIENCE: Possess
one (1) full year of specialized experience equivalent to at least the next
lower grade level in Federal service. Specialized experience, gained in a
medical environment, includes: preparing vouchers for processing first party
refunds, validate and review pre-payment credits; monitor, and report data
related to healthcare management, researching office files and documents to
obtain information; working knowledge of medical terminology; coordinating
administrative procedures and processes; experience with healthcare processes
such as accounts receivable, billing, claims processing, and insurance
verification.
You will
be rated on the following Knowledge, Skills, Abilities, and Other
characteristics (KSAOs) as part of the assessment questionnaire for this
position:

Knowledge
of first party billing and processing of healthcare claims.
·
Knowledge
of the laws, rules, and regulations pertaining to healthcare eligibility,
means, and co-pay testing and billing.
·
Skill in
the use of computerized programs and other automated applications.
·
Skill in
preparing and disseminating a wide variety of written products.
PHYSICAL
REQUIREMENTS and WORK ENVIRONMENT: The work
requires some routine physical effort and is performed in an office setting
involving everyday risks or discomforts.

Applicants will be ranked based on four quality groups, as follows:
Best qualified - applicants possessing experience that substantially exceeds the minimum qualifications of the position including all selective factors, and who are highly proficient in all requirements of the job and can perform effectively in the position;
Highly qualified - applicants possessing experience that exceeds the minimum qualifications of the position including all selective factors, and who are proficient in most of the requirements of the job;
Well qualified - applicants possessing experience that meets the minimum qualifications of the position including all selective factors, and who are proficient in some, but not all, of the requirements of the job; and
Qualified - applicants possessing experience and/or education that meets the minimum qualifications of the position including all selective factors.
