There was a speech by Canada's PM a couple months ago at Davos which I listened to for some reason. In essence he was petitioning for states of middling power (the big fish in the shark tank, such as Japan, Germany, the UK, etc) to create a bloc to protect their interests in the face of the USA and China's bipolar hegemony. A reaction to the trade war between these superpowers and the US's posturing of territorial expansion into supposedly allied states.
Why this was interesting to me is that it felt like it was the Global North's independent development of 3rd Worldist strategy. The Global North didn't take this path during the Cold War because the US understood that it required the support of these states. The US put tremendous effort into creating and maintaining this structure through soft and hard power. The US dropped 2 nukes on Japan as a show of force to the world. Almost immediately after WW2 they had moulded them into one of their friendliest allies in Asia. The same can be said of Germany. It's almost inconceivable. The US and their allies were installing fascist dictatorships in countries to secure their support against the USSR before WW2 had even ended! In my opinion the US's position as the most powerful state in the world was in large part due to its subordination of most of the world's largest powers. Their victory of the Cold War was almost guaranteed by this.
The USA has seemingly forgotten that their dominance was a result of the subservience of other states. They believe that they can stand as tall without being on the shoulders of others. They no longer believe they need, or are no longer able, to give others the incentives to be allowed the position they hold. So now their allies are trying to collectively bargain against them. The US's threats of annexing Greenland was met by the EU mobilising their militaries to demonstrate that they would defend it. The EU doesn't care about Greenland, I would say that they think of it like how the UK thinks about the Falklands.
I don't think this is just a bad policy choice on the part of the USA. The US won't be able to reclaim its position by being more considerate or supportive of their allies. China, while arguably being an existential threat to the Global North, offers benefits to them (the Global North) that are almost impossible to refuse. Global North states are necessitated to protect its interests collectively, but the USA seemingly isn't able to unify / subjugate the others anymore in order to maintain its standing.
There isn't another individual entity in the Global North that is able to take the position that the USA has held. Without a singular state / entity able to unify this alliance under a singular interest it's going to continue to crumble. The anti-EU sentiments in Europe have been growing for the past few years and they will continue to grow. Europe's ability to collectively bargain is continuously going to diminish. Canada's PMs attempt to create a 3rd World Global North Bloc may slow their decline but I don't think it will stop.
