3. A citizen filibuster: If one stands and refuses to yield one's time, the council is prohibited from voting on the bill.

 This is one of my favorite things ever.

So for me, character development starts by giving them an enemy. Finding the bad guy.

Enter Sam - the black dragon.

He was one of the orginal four. black, red, green and yellow. He's decided he doesn't want to follow the rules anymore and has set off screwing things up in the past and the future leaving the other three to try and find him.

Dragon form - black with a spine of purple scales and eyes to match.

Human form - Tall dark and handsome. Literally. He's African American, his purple eyes stay with him in human form and he has a chisled face with a gorgeous smile.

He's a killer.

He's a charmer.

He's lost his morals completely and Philip wants to bring him back to good.
