It was the practice of the Prophet [sallallaahu alaihi wa sallam] to make special dua on sighting the moon every month but for the moon of Ramadhaan he would make a special dua. “Oh Allah! Make Rajab and Shabaan blessed for us and grant us Ramadan.”

Fasting on the day of doubt; No fast when in doubt > Islamic Media

Fasting is based on the moon. Consequently the ‎Prophet [PBUH] made special ‎arrangements to sight it. If the moon was sighted He ‎‎[PBUH] would fast and If the moon could not be sighted due to clouds the Prophe [PBUh] would not begin Ramadhaan but would complete 30 days of Shabaan.

Preparing for Ramadan in the month of Shaban - Islamic Media

The Prophet [sallallaahu alaihi wa sallam] would prepare for Ramadan in the month of Shaban. It is narrated from Syeda Aisha that apart from Ramadan the month in which He [sallallaahu alaihi wa sallam] fasted the most was Shaban. “The Prophet would fast the most in the month of Shaban.”
