He has a lot of annoying/endearing little quirks (depending how you look at it):
He bites his nails and the skin around them a LOT (to the point of bleeding), but he's also very aware of infections, so he washes his hands a little excessively, and carries a hip flask of distilled medical alcohol which he sanitises things with (including himself)
His glasses are like. Filthy. He cleans them on his coat a lot, but his coat also isn't clean (it's Mojave clean, which is to say dusty as fuck)
He just randomly sprinkles Latin into his speech and then doesn't elaborate or translate. If you can't pick it up from context you just won't know.
This iteration of Arcade is transmasc because I'm a sucker for that headcanon, but he's INCREDIBLY unlikely to bring that up and it's up for retcon at any point if I decide it doesn't fit. (Disclaimer, I'm transmasc myself. If I retcon it, rest assured it won't be for bigoted reasons.)

It's a set of guidelines for going somewhere, to make sure you stay safe and don't get seriously harmed.
A lot of our advisories are along the lines of "just don't go unless you absolutely have to", like for Legion territory, Quarry Junction, Black Mountain, or the Divide, whereas some others, like for Jacobstown, are closer to "bring special gear and watch your back".
The advisory for Black Mountain is "Don't go unless you absolutely need to", but failing that, bring Rad-X and/or Radaway, and wear protective gear. If you can't get a hold of any of those, then don't go.
Why would you need protective gear for black mountain, there’s just a lot of super mutants. Why is Rad-X or Radaway Needed? Is jacobstown the same as Black mountain in warning?
The Jacobstown advisory is honestly more for the situations (both wildlife and people-based) you'll encounter on the way there and back. The area itself is generally safe, provided you keep your nose in your own business and don't bother the locals.
Black Mountain, on the other hand, is very irradiated in places, and it's always better to be safe than sorry.
