People like Randyll Tarly being common in the Reach are part of the reason that men like Otto Hightower are the way they are - they have to be like that to survive. Daemon Targaryen is basically Randyll Tarly but with a nuke with the intelligence of a chimp - Sam wouldn't have lasted long as Daemon's son.
I'm not sure we are meant to infer that Randyll Tarly is a common personality type in the Reach. The man is disdainful of the Citadel, refusing to let his heir attend even if it would easily rid him of a big problem. Instead he sent him to the Watch that is culturally far more alien to the Reach. He made his kid bathe in blood, which is not very piously devoted to the Seven. He's the furthest thing from chivalrous.
The guy is no more representative of Reach culture than Tywin Lannister is of the Westerlands, or Roose Bolton is of the North, or Walder Frey is of the Riverlands. All of these men are simply cruel, with all but Roose beset by huge HUGE chips on their backs about being perceived as weak or unimportant. Each in their own very individual way. Which does also fit with Daemon. Yes, I agree he would not have been kind to Sam, but he likely wouldn't have tormented him the way Randyll did.
Otto doesn't need an abusive upbringing to explain him. He's a second son who found a very prestigious occupation for his talents, strongly identified with it, and made some fairly logical (from his end) decisions to steer the political leadership of the Realm further into the direction of classic Westerosi tradition to give it more overall stability, and retain and increase his influence at that. He failed, but that doesn't make it less self-explanatory.

jaime returning to king’s landing in ASOS after the painful aerys-trauma-induced catharsis of the harrenhal baths only to return to his siblings Tyrion ‘set the blackwater ablaze’ Lannister and Cersei ‘let’s blow up the red keep’ Lannister. his life is so tragically hilarious
funniest cat moment of all time is when robb shows up married and is like "oh yeah the weirdest thing happened my soul dog didnt like her uncle" and cat who has been in soft prison for weeks is like like "robb PLEASE kill that man without trial! and never forget to take your soul dog with you again...."
Jaime deciding to become more involved in Tommen’s life is so funny because his three instincts are:
• teach this 8 year old to learn how to dissociate from unimaginable trauma
• plan to separate Tommen from his mother and fill the small council with allies of his own which should be easy because he knows Tommen’s favourite hobby (stamping his royal seal into hot wax)
• scrap all this and run to the Riverlands with Brienne. sorry Tommen
really i think the red wedding is perhaps one of the best moments in modern literary history because its soooo much more than just that one scene ive said it once and ill say it again nothing in asoiaf is a complete and utter shock twist everything is foreshadowed like being woven into a great tapestry of everything that happens. the red wedding is foreshadowed so much you feel it looming over every narrative involved and i really do believe the cultural consciousness of the spoiler that it will happen improves the reading for the red wedding. you know that sickening feeling that everyone here involved is doomed and there's nothing youu can do to stop it. daenerys's vision of a king with a wolf head surrounded at a feast of the dead a whole book before it even takes place. the emphasizing of how you should never ever ever ever violate the laws of hospitality its a crime against the gods and catelyn continuing to push that they should eat first no more matter what. the legend of the rat cook and the gods anger over it. and then you realize not only is the red wedding a tragedy but it is just the beginning and a narrative device that will span every house involved and their downfalls. it is by design that tywin lannister plans it and he's dead by the end of the same book along with his grandson. oh red wedding you will always be famous i love you so dearly and i cannot wait to read the fabulous horror of the demise that lord walder frey will meet
