Florida Man Convicted For Selling Night Vision Goggles and Monocular on eBay

If you’re clearing out your attic and happen to uncover a box full of night vision goggles, think twice before listing them on eBay. Unless you have the proper license, selling that kind of military gear could be illegal, and bring with it a hefty sentence.

Florida man Anthony J. Torresi sold several sets of night vision apparatus — one pair of goggles and two monoculars — on eBay to a buyer he thought was living in New Zealand, but who was in fact a U.S. Immigrations and Customes Enforcement agent in Baltimore. 

Though the items may not technically be weapons, the overseas sale of them violates the Arms Export Control Act.  Be sure to check the federal laws before shipping any type of military packaging.

New Regulation On Packaging Of Army Materials

Army Regulation 700-37 was rewritten on 22 February 2013 and became effective 22 March 2013.

* Establishes responsibilities for the Deputy Chief of Staff, G-4; the Commander, U.S. Army Materiel Command; Commanders of Army commands and/or Army service component commands; commanders of U.S. Army Materiel Command life cycle management commands and research, development, and engineering centers; program executive officers, program managers, managers of research, development, and engineering programs; other materiel developers; commanders of shipping and storage activities; Chief, U.S. Army Logistics Support Activity Packaging, Storage, and Containerization Center; and adjutants general, and Army National Guard (chap 1).

* Establishes policy for the developing, prescribing, controlling, and evaluating of packaging requirements for life cycle support of weapon systems, components, and spares (chaps 2 and 4).

* Provides guidance for the use of military, industrial, and consumer (retail) packaging in acquisition (chap 3).

* Establishes requirement for materiel offered for storage and shipment to be adequately protected, consolidated for effective handling, safe for transport, and properly marked and identified per MIL-STD-129 (chaps 3 and 6).

* Defines policy for Army asset protection and phytosanitary measures for wood packaging material programs (chaps 5 and 6).

* Establishes the Army Packaging Policy Work Group (chap 7).

* Defines the Army-unique packaging policies (throughout).

* Provides policy and defines responsibilities for the packaging of Army-used, Army-owned, and Army-managed supplies and equipment (throughout).

Starting A Military Packaging Business?

Electrostatic Discharge

The packaging of electronic components consists of strict guidelines that must be precisely followed in order to prevent the components from being damaged due to Electrostatic Discharge (ESD).  There are many types of bags manufactured for the packaging of components, the type used depends on the type of component being packaged.

Static electricity and electrostatic induction are just two of the elements that will create ESD.  Two forms of ESD are are corona discharge from sharp instruments and blunt discharge from blunt instruments.

When components are being packaged per Mil-Spec standards, the importance of packaging the components properly and following the guidelines issued by the Department of Defense is of even greater importance.
