Fixed QM being a command member

Added copyright to space law (Playing midis of copyrighted songs will make you wanted)

Removed playtime requirements, instead you must send an in-Character CV to a game admin, who will then interview you to determine whether you will be fit for the role. Failing the interview causes a 6 month role ban. (This is a roleplay game, after all.)
