like cailan is absolutely insecure and crumbles under pressure (personally and politically) and makes anora do a lot of the ruling (i say makes as he really doesn't give her much of a choice) because he is so devil-may-care about everything to an extreme fault. but he wouldn't go into possibly throwing away everything his mother and father and father-in-law and all the people in his family before him + the innocents that died along the way fought and died for lightly.
he also knows that orlesians are dangerous and anyone with even the smallest stake in the empire isn't to be trusted. an empire is an empire for a reason, and ferelden is still fresh in its independence. the subtext is glaring. but he has to believe it (peace between them) is possible, otherwise everything he's discussing with celene is a farce (which..... it is anyway, but don't tell him that). i think also a part of him Wants to believe that orlais and ferelden can swing joined hands between them and pretend like their histories never happened. he wants to be the king that joined the two nations in peace.
mix in that complex of glory and living up to his father's legacy, it would be a constant tug of war of 'what the fuck am i to do' within him. also he would have backed out of whatever soft arrangement they were discussing as soon as orlais lived up to their side of the blight-assistance bargain. which ... obviously didn't happen anyway lmao.
