You want to burn 1702A EPROMs, the original, 256 byte chips?
Well then, you're going to need a high voltage programmer. And this one is just a shield for an Arduino Mega. It makes funny noises as it programs, using on-board boost converter circuitry to generate around 46V.
Thank goodness this technology was quickly replaced by more sensible voltages. However, I've got a few pieces of kit that only work with these ancient parts.
