Terezi is acting according to a very strict code of justice - or at least, what passes for justice on Alternia. According to this code, Vriska must be punished - and Terezi is only hesitating because Vriska is her friend.
Vriska, you might not realize it, but Terezi is trying really hard to bend her code for you. Are you sure she thinks you’re completely horri8le?

Well, that clearly didn’t stick.
Terezi stopped at the eye – or, more likely, Scratch did, since it seems like she’s trying to sic him on Vriska. Scratch doesn’t actually want to kill Vriska, because he’s not done manipulating her yet.
I wonder what he’s going to do. He doesn’t seem the type to physically attack someone, but he has all sorts of First Guardian abilities to play with. A simple solution would be to activate one of her doomsday devices, and teleport it to her vicinity.

That is an excellent line. If she’d opened with that, she might even have made Vriska hesitate.
